First off...there was no outdoor facility until 1997-1998.

It was resurfaced around 2010. I believe Miles Stadium hosted track events, not sure if there was anything in between though. There's really no point in adding many of the things you mention there since Blacksburg weather isn't really conducive to hosting outdoor track meets. It's always been much more of a practice facility.
